Academic with more than 30 years of study on water and environmental issues on the Mexico-United States border. He is a civil engineer with a Ph.D. in Environmental Planning from the University of Michigan. He was a research professor at El Colegio de la Frontera Norte and has been a Federal Delegate in Baja California.
De la Parra was a Representative at the Mexican Embassy in Washington for the Ministry of Environment and Natural Resources (SEMARNAT).
He chairs Restauremos el Colorado, a Civil Association operating in Mexicali for water management for ecosystem restoration. He is a member of the North American Development Bank (NADB) as a Representative of the Mexican Civil Society.
Civil Engineer trained at the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM). He gained a Master's Degree in Urban Development with a specialty in Geographic Information Systems at the Universidad Iberoamericana (UIA) and diplomas in Development of Public-Private Investment Projects, Management Development, Urban Development, and Administrative Accounting.
More than 30 years of experience in the development of integral projects and major hydraulic infrastructure led him to found the company Libra Ingenieros Civiles S. A. de C. V. As a partner, Peterson has participated in significant regional projects highlighting, among them, the first desalination projects for urban public use in the country, as well as in alliances for binational studies with the United States for water infrastructure.
He has also participated in various water management plans and projects in Baja California, Baja California Sur, Sonora, Zacatecas, and Quintana Roo. He has worked with civil society to promote productive investment in water infrastructure, in addition to promoting projects under the public-private partnership modality in the region.
He is a chemist with a master's in Soil Physics and a doctorate in Watershed Management. He has been the director of Sustainability and Strengthening and the leader of the Rain Stimulation project to mitigate drought in the Arid Zones within the National Commission of the Arid Zones. He was also director of the Institute for the Integral Management of Watersheds, where the issues of Land Drainage, Environmental Protection, and Watershed Management are studied and managed with a focus on agricultural producers, indigenous communities, international and national agencies, and governmental and non-governmental organizations.
He has collaborated with the National Water Commission, the Commission of Natural Protected Areas, the National Forestry Commission, the International Boundary and Water Commission, the Ministry of Foreign Affairs, the mining company Peñoles-Mexico, the Natural Heritage Institute-San Francisco, and the governments of Chihuahua and Sonora, among others.
He is a Level II National Researcher in the National System of Researchers, with more than 70 publications on topics in Watershed Management, Soil Conservation, and Natural Resources. He is also co-author of the book 'Alternative Futures for Changing Landscapes. The Upper San Pedro River Basin in Arizona and Sonora', edited by Harvard University Press, a multi-institutional effort with the universities of Harvard, Arizona, and IMADES in the San Pedro River, Sonora, Mexico, and Arizona, United States.
Experience in government budgets based on results-based evaluation and participatory planning, project evaluation, cost-benefit analysis, and valuation of companies. Industrial Engineer (ITSON) with a Master's Degree in Industrial Engineering (Texas A&M University), a Diploma in Senior Business Management (IPADE), and a PhD in Regional Development (CIAD). He currently serves as an external advisor to the City Councils of Hermosillo and Yécora.
He has done consulting work for companies or institutions such as SICTUHSA, SOLISON, GOODNESS, MERCAMAR, CIAD-CONAGUA, PRODEREM, WWF, CILA, Puebla Education Council, US-AID, CONAGUA, PEÑOLES, CONAFOR, CEA-Sonora, and WMO-UN, among others. He was Head of the Department of Administration at the University of Sonora and taught subjects in the Master's Degree in Administration and Foreign Trade and Customs, in addition to the Bachelor's Degrees in Finance and International Business.
He was General Director of the Institute of Environment and Sustainable Development of the State of Sonora, the Center for Research and Development of Natural Resources of Sonora, and the Ecological Center of Sonora, Blazer International (Cananea-Naco-Besbee), Fábrica de Tubos Vibroprensados S.A, FATUVISA (Hermosillo), and Poliestireno de Sonora (Ciudad Obregón).
Counselor to public and private institutions on international water management and water resources management. Agronomist from the University of Arizona with a master's degree in agricultural economics and soon to gain doctoral studies in Water Resources Management from the same university.
He served as Mexican Commissioner to the International Boundary and Water Commission between Mexico and the United States (CILA) from April 2009 to May 2020. As negotiating leader of the Mexican group, he achieved the signing of 11 binational agreements (Acts) with the United States, which are binding and mandatory for both countries.
He has been an official in the National Water Commission as Manager of Region II Northwest (2002 – 2006), General Director of the Northwest Basin Agency (2006 – 2009), and director of Planning and Special Projects at the Center for Research and Development of Natural Resources of the State of Sonora (CIDESON).

With more than 10 years of experience coordinating and overseeing projects, she has helped develop binational programs, plans, studies, and projects in water resources and urban development. Alonso is a chemical engineer from the Autonomous University of Baja California, Tijuana Campus, with a master's in science with a specialty in Environmental Systems with an emphasis on Sustainable Water Management at the Instituto Tecnológico y de Estudios Superiores de Monterrey.
She has worked in the private sector and collaborated with civil society; she served as a public delegate in the environmental field at the Metropolitan Institute of Planning of Tijuana from 2019 to 2022. She has focused her career on integrating social and ecological aspects to develop strategies and implement tools that promote sustainable urban development through participatory and multidisciplinary efforts.
With training in Humanities and Administration, she has vast experience leading multidisciplinary teams. She was the Communication Coordinator at El Colegio de la Frontera Norte and the Deputy Director of Promotion and Dissemination at the Technological University of Tijuana. Previously, she was in charge of the Public Relations area of the Cuauhtémoc Moctezuma Tecate Brewery.
In the Colleges of Scientific and Technological Studies system of Baja California, she was director of the Cachanilla campus. At the same time, she has been a professor at the Faculty of Humanities and Social Sciences at the Autonomous University of Baja California, Tijuana Campus. She also collaborates with Restauremos El Colorado, A.C., as program coordinator of the Board of Directors.
She has more than 30 years of experience developing integral projects and has directed urban development, infrastructure, and building projects. Peterson is an Architect from the Autonomous University of Baja California (UABC), with a master's in Urban Development from the UIA-Tijuana and specialty courses in Planning and Development of Infrastructure and Development of Public-Private Investment Projects. She was Secretary of Territorial, Urban, and Environmental Development of Tijuana in the XXIII City Council from 2019 to 2021.
She has participated in significant regional projects and binational studies on desalination. And various master plans for water management in Sonora, Zacatecas, and Quintana Roo. She has extensive guilder experience, was president of the College of Architects of Tijuana (2008-2010), and founded the Society of Urbanism of the Metropolitan Area of Tijuana.
She holds a Bachelor's degree in International Relations from the University of Guadalajara and a Master's degree in Integrated Environmental Management from El Colegio de la Frontera Norte (El Colef). She has ten years of experience managing and implementing environmental and sustainable development projects, with an emphasis on environmental governance, water management, climate change adaptation, and financing mechanisms.
She has collaborated with public institutions, international organizations, the private sector, and civil society organizations. During her tenure at the National Forestry Commission (CONAFOR), she coordinated research, development, and innovation projects to strengthen the Mexican forestry sector, promoting international cooperation and fostering ties between the public sector and academia. Her expertise focuses on building strategic alliances and coordinating multidisciplinary teams to develop solutions that promote sustainability and climate resilience.
She holds a degree in Law from the Universidad del Valle de Atemajac. She has more than 15 years of experience in the research, defense, and promotion of human rights, as well as in institutional relations and project coordination. She has collaborated with the National Human Rights Commission (CNDH); the State Human Rights Commission of Sonora; the Mexican Commission for Refugee Assistance (COMAR); and the Ministry of the Interior (SEGOB), and has conducted social work and directed projects in Mexico, Brazil, and Cambodia.
Her career has focused on the protection of vulnerable individuals and groups, institutional strengthening, and the creation of equitable environments. At Centro Luken, she serves as Head of Governance and Corporate Responsibility, where she drives the development of policies, procedures, and legal frameworks, and the consolidation of ethical, transparent, and socially responsible management practices.
Architect and Master in Comprehensive Environmental Management, specializing in landscape analysis, spatial planning, cartographic design, and Geographic Information Systems (GIS). His professional trajectory integrates urban planning, conservation, environmental management, and spatial analysis, with experience in urban, regional, and watershed-scale projects. He has participated in initiatives related to integrated water management in the Tijuana River Basin, spatial and agricultural analysis in Irrigation District 014–Colorado River, and urban development and land-use planning programs in Baja California.
Currently, he collaborates with Centro Luken, Estrategias en Agua y Medio Ambiente, where he develops territorial strategies for sustainable water management, articulating landscape, geographic information, public policy, and long-term planning.
